2. The whole issue of compliance has to do with Government enforcing the law. All drivers must be covered with insurance if they are to drive on the streets. It is not the insurance companies job to track people with no insurance, it the state that is supposed to enforce the law. The insurance company are private businesses they cannot do the work of the government.
